Strengthening Sustainable Water Management and Climate Resilience

The Government of India has released the National Water Security Strategy, aimed at addressing the growing challenges of water scarcity, declining groundwater levels, and climate-induced stress on water resources. The strategy provides a comprehensive framework for sustainable water management by integrating ecological, technological, and community-based approaches.
A central focus of the strategy is groundwater recharge and conservation, recognising that groundwater accounts for a significant share of India’s irrigation and drinking water needs. Measures such as aquifer mapping, rainwater harvesting, restoration of traditional water bodies, and regulation of groundwater extraction have been prioritised. The strategy promotes convergence with schemes like Jal Jeevan Mission and Atal Bhujal Yojana to improve implementation outcomes.

Another key pillar is river basin-level management, which moves beyond administrative boundaries to adopt a holistic, scientific approach to water governance. Integrated river basin planning aims to balance competing demands from agriculture, industry, and domestic use while ensuring ecological flows and river health. Emphasis has also been placed on pollution control and reuse of treated wastewater to reduce pressure on freshwater sources.
The strategy strongly advocates efficient irrigation practices to enhance water-use efficiency in agriculture, the largest consumer of water. Promotion of micro-irrigation, crop diversification towards less water-intensive crops, and adoption of climate-resilient farming practices are key components. These measures seek to ensure food security while conserving scarce water resources.
Community participation and data-driven governance form the backbone of the strategy. Local institutions, water user associations, and Panchayati Raj bodies are encouraged to play an active role in planning and monitoring. The use of digital technologies, real-time data, and hydrological models is expected to support evidence-based decision-making.

By strengthening climate resilience, supporting sustainable agriculture, and promoting participatory governance, it lays the foundation for long-term water security and environmental sustainability.
