Expert Committee Submits Detailed Proposal to President Murmu on Election Synchronization

Panel Chaired by Kovind Proposes Framework for Unified Election Cycle
A specialized committee, convened by the government to establish a framework for unified elections across India, has presented an extensive report to President Droupadi Murmu. The report, which spans eight volumes and encompasses 18,000 pages, outlines a phased approach to synchronizing elections at various levels of governance.
The committee's key recommendation involves initiating simultaneous elections for the Lok Sabha and State Assemblies, followed by elections for local bodies within a subsequent 100-day period. The report also addresses scenarios such as a hung parliament or no-confidence motions, suggesting that fresh elections could be conducted for the remaining term.

Under the stewardship of former President Ram Nath Kovind, the committee is expected to advocate for a definitive model to achieve the 'one nation, one election' goal, rather than presenting multiple alternatives. The committee reportedly considered various methodologies to maintain the continuity of simultaneous elections.
According to sources, the panel evaluated the German model of a constructive vote of no-confidence but ultimately rejected it, citing its incompatibility with the ethos of Indian democracy.

The Union Law Ministry had tasked the committee in September 2023 with the responsibility of formulating recommendations for holding concurrent elections to the Lok Sabha, State Assemblies, and local government bodies.
The committee's composition includes prominent figures such as Home Minister Amit Shah, political veteran Ghulam Nabi Azad, economic strategist N K Singh, constitutional expert Subhash C Kashyap, legal luminary Harish Salve, and integrity watchdog Sanjay Kothari.
Congress leader Adhir Ranjan Chowdhury was also invited to participate in the committee but opted out, criticizing the initiative as superficial and expressing skepticism about the predetermined nature of its terms of reference.
