
On July 27, three UPSC aspirants drowned in the library in the basement of a coaching center in the Old Rajinder Nagar area, while, a week earlier, another student in Mukherjee Nagar died after he touched an iron gate that was in contact with an open wire.

Drenched in the rain, students who have been protesting since the incident happened on July 27 shouted slogans while standing in thigh-high water.

"The UPSC has examined the available records carefully and found her guilty of acting in contravention of the provisions of the CSE-2022 Rules," the Union Public Service Commission (UPSC) said in a statement.

The bridge is located in Chinese-held territory since 1958, about 25 km from the Line of Actual Control in eastern Ladakh. It enables Chinese forces to move troops speedily between the north and south bank of the Pangong Lake.

The NHRC said it has "taken suo motu cognizance of media reports that three students drowned in the flooded basement library of a prominent civil services coaching center in Delhi on July 27."
