Major push for sustainable urban infrastructure and improved city governance

The Union Cabinet, led by Prime Minister Narendra Modi, has approved the creation of a ₹1 lakh crore Urban Challenge Fund to strengthen urban infrastructure and promote sustainable urbanisation across India. The fund aims to address the growing challenges faced by Indian cities, including inadequate infrastructure, traffic congestion, pollution, and unplanned urban expansion. It will operate until the financial year 2030–31 and is expected to significantly transform urban development.
The Urban Challenge Fund will provide central financial assistance of ₹1 lakh crore, which is expected to leverage a total investment of approximately ₹4 lakh crore through contributions from state governments, urban local bodies, and private sector participation. A key feature of the scheme is its focus on promoting Public-Private Partnerships (PPPs), which will enable private investment in urban infrastructure projects such as transportation systems, water supply, waste management, and affordable housing.

Additionally, the fund encourages municipal bodies to raise resources through municipal bonds, promoting financial independence and improving fiscal discipline among urban local bodies. This will strengthen local governance and enhance the capacity of cities to plan and execute development projects effectively. The initiative aligns with broader national urban development programs such as the Smart Cities Mission, which focuses on improving urban infrastructure and quality of life.
