Intense deluge causes electrocutions, flooding and infrastructural chaos in Kolkata region

On 23–24 September 2025, a heavy downpour (not officially a cloudburst) struck Kolkata and suburbs, leading to at least nine reported deaths (by electrocution), extensive waterlogging, power outages, traffic disruptions, and damage to Durga Puja preparations.
The India Meteorological Department (IMD) recorded approximately 98 mm rainfall in one hour (3–4 AM); for classification as a cloudburst, the threshold is 100 mm in one hour.

Metro and suburban train services were disrupted; roads, including arterial ones, were flooded; many pandals (temporary structures for Durga Puja) were damaged.
Background & Analysis:
Eastern India, especially Bengal, is vulnerable to extreme rainfall events during monsoon and transition phases. Urban flooding is aggravated by poor drainage, encroachments, clogged drains, and impervious surfaces.
Electrocution deaths highlight risks of submerged electrical infrastructure or live wires in flood conditions.
The damage to Puja pandals—central to upcoming festival season—demonstrates how climate stress impinges on cultural life and local economy.
Implications / Way forward:
Urban flooding mitigation must be upgraded: drainage infrastructure, stormwater management, early warning systems, and stricter enforcement on encroachments.
Disaster preparedness in festival seasons must be built in, especially for structures like pandals and mass gathering zones.
The IMD and municipal bodies need better coordination for real-time alerts, emergency response and public awareness.
In the longer term, climate adaptation for cities must account for increased frequency of intense rain events.
