Diplomatic assertion on global terrorism platform

India raised strong concerns over Pakistan’s alleged support for terrorism during a session of the United Nations Security Council (UNSC), reaffirming its firm stance that terrorism in any form cannot be justified, normalised or tolerated in international relations. India’s intervention underscored the need for collective global action against states and non-state actors that sponsor, shelter or glorify terrorism.

Addressing the Council, India highlighted that terrorism remains one of the gravest threats to international peace and security. It emphasised that selective approaches, political considerations or double standards in dealing with terrorism undermine global counter-terrorism efforts. India asserted that nations must be held accountable for their actions and obligations under international law, particularly when it comes to dismantling terror networks operating from their territory.

India strongly criticised Pakistan for what it described as a long-standing pattern of providing safe havens, financial support and ideological backing to terrorist organisations. It reiterated that such practices not only destabilise the South Asian region but also have wider global implications, as terror groups increasingly operate across borders and exploit transnational networks. India noted that victims of terrorism deserve justice and that the international community must stand united against those who enable such violence.

The Indian delegation also called for effective implementation of existing UNSC resolutions on counter-terrorism, including measures related to sanctions, terror financing and arms supply to extremist groups. Emphasis was placed on the need for greater information-sharing, capacity-building and cooperation among member states to prevent radicalisation and recruitment.

India reiterated its long-standing demand for the early adoption of the Comprehensive Convention on International Terrorism (CCIT), which has been pending for years. According to India, the convention would provide a universally accepted definition of terrorism and strengthen the global legal framework to combat it more effectively.

By raising the issue at the UNSC, India reaffirmed its commitment to a zero-tolerance approach towards terrorism and its role as a responsible global actor. The intervention reflected India’s broader diplomatic strategy of mobilising international opinion against terrorism and ensuring that accountability, rather than impunity, becomes the guiding principle of global counter-terrorism efforts.
