Extended 10-hour discussion on election integrity and transparency

During the Winter Session of Parliament, the Lok Sabha witnessed an extensive 10-hour debate on electoral reforms on 10 December 2025, reflecting the centrality of elections to India’s democratic framework. Members across party lines discussed multiple dimensions of electoral governance, including the role and autonomy of the Election Commission of India (ECI), campaign finance regulation, criminalisation of politics, and the credibility of the electoral process.
A key focus of the debate was the independence and functioning of the Election Commission. Several members emphasised the need to preserve the institutional autonomy of the ECI to ensure free and fair elections, while also calling for greater transparency in appointments and decision-making. The discussion underscored the constitutional position of the ECI as a pillar of India’s democratic system under Article 324.

Campaign finance and political funding emerged as another major theme. Members raised concerns about opaque funding mechanisms, the influence of money power on elections, and the need for stronger disclosure norms. Proposals included stricter expenditure monitoring, real-time reporting of donations, and enhanced scrutiny of political funding instruments to ensure a level playing field among parties.
The issue of criminalisation of politics also featured prominently. Parliamentarians highlighted the rising number of candidates with criminal cases and debated measures such as faster judicial processes, stricter disqualification norms, and greater voter awareness. These discussions reflected long-standing concerns raised by the Supreme Court and the Election Commission regarding the quality of political representation.
Technological aspects of elections were also debated, particularly the reliability of Electronic Voting Machines (EVMs) and the use of Voter Verifiable Paper Audit Trails (VVPATs). While the government reiterated confidence in the robustness of EVMs, opposition members called for enhanced verification and transparency to build public trust. Additionally, concerns were raised regarding the Special Intensive Revision (SIR) of electoral rolls, focusing on voter inclusion, accuracy and safeguards against disenfranchisement.
