Aadhaar, UPI and DigiLocker cited as models

India has emerged as the global leader in the adoption of Digital Public Infrastructure (DPI), according to an international report that assessed countries on the scale, usage and impact of digital public platforms. The report highlighted India’s home-grown digital systems such as Aadhaar, Unified Payments Interface (UPI), DigiLocker and CoWIN as globally replicable models for inclusive and efficient governance.
The ranking reflects India’s success in building interoperable, population-scale digital platforms that deliver public services at low cost while ensuring accessibility across socio-economic groups. Aadhaar, the world’s largest digital identity system, has enabled streamlined delivery of welfare benefits, reduced leakages and facilitated financial inclusion by serving as a foundational identity layer.

UPI was cited as a transformative innovation in digital payments, enabling instant, low-cost transactions and supporting millions of small merchants and consumers. The platform has significantly reduced reliance on cash and strengthened India’s fintech ecosystem. DigiLocker, meanwhile, has simplified access to official documents by providing citizens with secure, paperless storage linked to government databases.
The report also highlighted CoWIN as a powerful example of DPI in public health, noting its role in managing one of the world’s largest vaccination drives during the COVID-19 pandemic. Its modular and open architecture demonstrated how digital platforms can be rapidly deployed to address large-scale public challenges.
Experts noted that India’s DPI success is rooted in its open, interoperable and scalable architecture, coupled with strong public-private collaboration. The approach has enabled innovation by startups and developers while maintaining state oversight and public accountability.
India’s leadership in DPI has enhanced its global standing, with several countries exploring partnerships to adopt or adapt Indian digital platforms. The report concluded that India’s experience offers valuable lessons for developing and developed nations alike, particularly in using digital infrastructure to promote inclusion, efficiency and resilience in governance.
