Labour Ministry Introduces Unified Social Security Portal

The Ministry of Labour and Employment has launched a Unified Social Security Portal aimed at integrating key social security databases, including the Employees’ Provident Fund Organisation (EPFO), Employees’ State Insurance Corporation (ESIC), and the e-Shram portal. The initiative seeks to create a seamless and portable social security framework, particularly benefiting migrant, gig, and informal sector workers who often face exclusion due to fragmented welfare systems.

The unified portal enables interoperability of worker data across schemes, allowing beneficiaries to access provident fund, health insurance, and welfare benefits through a single digital interface. By linking e-Shram registrations with EPFO and ESIC records, the government aims to track employment mobility and ensure continuity of benefits when workers change jobs, sectors, or states.

A major focus of the portal is addressing the vulnerabilities of migrant workers, who frequently lose access to social protection due to lack of documentation or inter-state movement. The integrated system supports portability of benefits, reduces duplication of records, and improves targeting of welfare measures. It also strengthens last-mile delivery by enabling direct benefit transfers and simplified grievance redressal mechanisms.

From an administrative perspective, the portal enhances data-driven policymaking. Consolidated labour data will help the government assess employment trends, identify coverage gaps, and design responsive labour welfare policies. The initiative is aligned with the objectives of labour code reforms, particularly the Code on Social Security, which envisages universalisation of social protection.

The portal also promotes ease of compliance for employers by streamlining registrations and reporting requirements, thereby encouraging formalisation of the workforce. Strong data protection and consent-based data sharing mechanisms have been emphasised to safeguard worker privacy.
