The Budget outlines higher allocations for vocational, technical, and higher education, along with new schools, apprenticeship funding, and expanded youth employment initiatives across the state.

Education and youth welfare received higher allocations in the Uttar Pradesh Budget for 2026 to 27, presented in the Assembly by Finance Minister Suresh Kumar Khanna.
Vocational education saw the sharpest increase, with funding rising 88% to ₹3,349 crore. Technical education was allocated ₹2,365 crore, up 72% from the previous year. Higher education outlay increased 7% to ₹6,591 crore.

Secondary education has been allotted ₹22,167 crore, reflecting a 15% rise, while basic education received the largest share at ₹77,622 crore.
The Budget proposes setting up two Chief Minister Model Composite Schools in each of the state’s 75 districts and one Chief Minister Abhyudaya School per district.
An allocation of ₹400 crore has been made for the Rani Lakshmi Bai Scooty Scheme for meritorious girl students. The Chief Minister’s Apprenticeship Promotion Scheme has been given ₹40 crore to facilitate industry-linked training.
State Higher Education Minister Yogendra Upadhyaya said the Budget provides a roadmap for building a developed Uttar Pradesh by 2047. Minister Rajni Tiwari described it as a major step toward strengthening infrastructure and innovation in education.
The government also highlighted employment and youth initiatives. Under the Uttar Pradesh Skill Development Mission, 9.25 lakh youth have been trained over five years, with 4.22 lakh placed in companies.
The Chief Minister Abhyudaya Yojana is providing free coaching to over 23,000 candidates at 163 centers. The Chief Minister Fellowship Programme engages youth in governance across 108 aspirational blocks.
Nearly 50 lakh tablets and smartphones have been distributed under the Swami Vivekananda Yuva Sashaktikaran Yojana, and sports kits have been provided to 90,000 youth groups.
Since 2017, more than 2.19 lakh police personnel have been recruited, with training underway for 60,244 constables.
Under Mission Rozgar, 8,966 appointments have been made in government secondary schools, and 34,074 teachers have been selected in aided schools since 2017.
The Chief Minister Yuva Udyami Vikas Abhiyan aims to support one lakh new micro enterprises each year through collateral-free, interest-free loans.
The state reported generating 20.19 crore person-days under MGNREGA in 2025–26, benefiting over 47 lakh families.
